Yes, the TG 7 is a perfect machine! I was unsure if your experience level and so to me, the DJI action pro 5 is more amateur/hobby/consumer level for diving/action, but if like the TG 7 and have the experience level an try interest, I’d go with TG 7! It’s definitely a step above.
To me, I prefer videography as oppose to videography so it was perfect for me! The TG 7 is miles ahead for photography. It makes amazing images
If you are interested in anything other than natural light video of relatively big things, then neither is the answer. If you are interested in photos then I think the answer is something like the TG 6 or 7. In our hands (www.blueviews.net) the current video from the GoPro 13 are quite nice and to me at least a bit better than the Insta.

If video is your main focus, get an action camera. Personally I’ve just got an Olympus TG-7 and a case. I’ve found it to be much better for photographs than my GoPro.
I had an Olympus Tough and it wasn't that good and it flooded in Hawaii and I didn't knock it or anything, I didn't dive down to anywhere near it's depth rating. For my money, I bought a touch screen compatible smartphone case for less than $40 and it works awesome. My smartphone takes way better pic/video than most cameras out there that are not large and expensive. The case is rated to 15 meters. I am on my 3rd Gopro and the video quality absolutley sucks compared to me smartphone.
I used to use the Olympus Tough and the damn thing flooded. I have used several GoPros.. they all suck compared to my smartphone in a waterproof case. Just got back from Roatan and looked at my GoPro footage and it does nothing for me.. I am so over GoPro...
Using the smartphone in a case was a total game changed. The touchscreen even works and the pics/vids arre already in a very portable format.
