I love my SeaLife Micro 3.0 camera. Totally waterproof and does the color correction automatically. It’s a breeze to use while diving and takes great pics and videos. https://www.sealife-cameras.com/product-category/cameras/ I also bought one lamp for it, but it’s only really necessary for deeper dives or darker places.

If it's just for diving or water activities, I'd suggest looking into the Sealife Micro 3.0 camera. It's made for diving. It's entirely self-contained, rechargeable, and totally waterproof. No red filters needed, it automatically color-corrects in-camera. Download photos over USB. You can add a sea-dragon lamp for deeper depths (or two lamps if your really serious about lighting). I dive with this combo (camera+one lamp) all the time. I don't have or need any extra accessories, although we just got back from Bonaire and another diver had the same camera with the optional marco lens, which seemed really cool to have, so I might consider that.

I upgraded from a go pro, which was ok. To a Sealife that had all kinds of app malfunctions which really freaking sucked. Then to a Divevolk and I’m never looking back. The Divevolk lets you take great pictures and videos, you can even use text apps to communicate or watch videos during your safety stops. You can always upgrade your phone and order a new tray for it if needed. And you can upgrade it with filters and or a light.

Sealife Micro 3 is on par with GoPro. Advantage is there is no housing, so it's very easy to maintain. Disadvantage is that battery might not last 4 dives per day. After 5 years my battery won't hold a charge so that's that. Also it's bad at macro. The sell a filter for "macro" but it doesn't work. If you want to shoot macro (all the nudibranchs) your best choice is TG-7 or gopro with the backscatter macro lens. My friend uses divevolk case for a phone and it works well. She can get everything but detail in rhinophores. The TG-7 isn't very good for wide field video. So for your budget a GoPro with the backscatter macro attachment would be ideal.
