I got the Zoe travel as my lightweight stroller companion to my big bumbleride running stroller and it is so great! OP I think you should really look at 2 different strollers of you want all the capabilities you outlined above. I have a bumbleride for walks from the house (can walk to playground, grocery store etc) plus jogging and we keep the Zoe folded up in the car trunk for when we are out and about.
Yes! I do a lot of walking on sidewalks paved with historic brick and they a bumpy! The bumble ride is amazing, and the company is exactly what I want to support. We also have a zoe for travel or small spaces and that is great as well.

Bumbleride Speed is a good pick for a non-toxic running stroller, but no hand brake kinda sucks for downhill. UPPAbaby Ridge and thule Urban Glide have that hand brake and are safer, so they could work better for you, especially on light trails Guava Roam’s another choice, but yeah, the foam thing is a problem. Check out borncritic for more comparisons and safety ratings if you're curious.
I’ve had multiple. 1. Baby jogger (got used to death, walks from home on the rough walking trails near my house for 5km + each day had it looking pretty rough) 2. Babybee Luna mini. Lives in my car. Have used for tall 3yo and baby. Very good. 3. Double running trailer/pram (generic brand cost $350ish) I don’t love it, a bit heavy to steer. My husband uses it more than me. But good for toddler to sit in with room to put their bike etc next to them so you don’t have to carry it. Can put their lunch box/water next to them as well. 4. Bumbleride Speed. Just got this recently. Suspension is amazing - easy to steer while running even with a 18kg 4yo in it. Higher weight limit than a Thule pram which is what attracted me. I do a lot of walks from home, I don’t like getting my pram out of the car and then having to remember to put it back in every day.
I know you say the weight doesn’t bother you, but hoisting that thing in and out of a car is a huge PITA. Most of my friends, even with big SUVs, have to either take the wheels off or remove it into two pieces to fit in their trunks. It’s just kind of the way the stroller is shaped when folded that takes up room. Luckily taking it apart does look pretty simple. We have a bob wayfinder as our running stroller/all terrain and it’s surprisingly compact when folded for such a big stroller. If you’re looking for an all terrain that holds a bassinet, the Bumbleride speed has a bassinet and is very cute/more aesthetically pleasing than the usual all terrain strollers.
