Honestly, we’ve bought many strollers with two kids under 3. Some used, some new. Our favorite still is our Chicco Bravo Primo. We bought it as a travel system and we’ve gotten our moneys worth out of it. I’d spend the money to get the nicer model 10 times over, but probably would have done an UppaBaby Vista so we could have expanded it into a double if we could go back in history.

It had rubber wheels which is a huge plus for doing lot of outdoor walks. We loved ours when my 3yo was an infant and will be using again when #2 comes in May. The rubber tires allows us to go on dirt paths pretty easily without having to drag out the wagon either.
Love that you're going the convertible car seat route separately, that's the smarter long term play. For bassinet + toddler seat under $350, a few options: **Mockingbird Single ($395, but frequently goes on sale for ~$330)** Bassinet accessory is $100 extra though, so total pushes your budget. But it's the best value full size stroller out there. Great in cold weather, large canopy. **Graco Modes Nest2Grow (~$280)** Comes with a bassinet mode built in, converts to toddler seat, and has a massive canopy. Not the smoothest ride but checks your boxes at the price point. **Chicco Bravo Primo (~$300)** Solid cold weather option, decent sized canopy, and the toddler seat is comfortable for longer walks. For rain/cold weather specifically: get a universal rain cover ($15 on Amazon, fits basically any stroller) and a stroller sleeping bag/footmuff for winter. Way cheaper than buying a stroller marketed as "all weather." I research baby products pretty obsessively and built a tool that gives Buy/Skip/Swap verdicts based on what real parents actually say. Happy to run any of these through it if you want a deeper comparison.
FTM and we got the Chicco Bravo Primo Trio travel system. I love that I can take the car seat out and place it directly into the stroller. My only gripe is how heavy the car seat is, but the stroller is amazing, can on a variety of surfaces including dirt without an issue.

I always thought I will only get one stroller. We started with one (Chicco Bravo Primo with the keyfit 35 car seat) but then we started traveling more so we bought a lightweight travel stroller (Mamazing) we like both but for our lifestyle in the city the travel stroller is getting much more use now. Now I am thinking of buying a third stroller for running once the weather improves.
