I'll be honest, I think you're going to struggle finding much under 3.5kg for a *true* Scottish winter tent. I've got a Nordisk Oppland tunnel tent, and I *really* rate it, but I'm just not convinced it would cope with a storm in the Cairngorms in February/March - the geography and UK weather systems means swirling winds that change direction relentlessly, and a tunnel tent just isn't going to cope with that - you need a full geodesic for those conditions, and a geodesic is just never going to be light. If I was in the market for something on those lines I'd be looking at Terra Nova, Alpkit (I've got a Kangri that I really rate, but it's touching 4kg, and probably not big enough for what you need) Mountain Hardware, and the Nordic brands like Hilleburg, Fjallraven etc...
Might be too heavy but we have an Alpkit Kangri and will stand up to 100% of British weather.. I saw them recently available for around the £340 mark but we are talking about 4kgs but I love ours and think the weight penalty is worth paying - big and plenty of inside storage as well.
Not being rude, but have you ever looked at a 4 season tent and what makes it that? Not a Chinese knock-off (not belittling them, as I have a couple of "3 season" ones myself), but a European or American made proper 4 season tent. The specifications and testing are pretty important so you should really understand what makes it 4 seasons. Then you need to reflect on your requirements; ultralight / 4 seasons / budget. The first two, independently, will increase your budget. Combined, both requirements will mean your budget is way low. I think Alpkit are a good introduction, but their 4 season tent is double your budget and weight. To get one lighter, your budget needs to increase further. Edit; above perhaps I should have said **designed** instead of **100% made in Europe or America** as OP is quite confused.
-3c is 3 season temperatures. 40mph is 3 season wind speeds. You come across as someone who does not know what a 4 season tent is designed to actually do, beyond what you have read online. I know where some of the European and American tents are made. I know some are made in China. That was not the point I made at all so I advise reading again. And it's not a moot point to suggest your budget is too small. Re Alpkit; again I know where some of their kit is made. I have never had any issues with their tents and I own 3 of them, 2 of which are 3 season and one of which (Polestar) I have pitched on the Cairngorm plateau in circa. 45 / 50mph winds. Incidentally I also pitched the Naturehike Cloud up 2 (Chinese **knock off**) in a glen below Ben Lui and experienced 60+ mph winds earlier in June. One could feasibly expect a 2 season tent to be suitable in the summer, but I was glad to have a 3 season one. The whole tent survived perfectly fine low down, but the wind was denting the form and the dog and I got no sleep. So I stand by my point that you need to reflect on what you want.
