Sub-1.3kg, sub 150$! For taller and duos - Star River 2 UL. Widesea does great and cheap CCF pads and good minigroundhog stake clones. Don't cheap out on inflatable pad or down sleeping bags tho.
It seems to combine all drawbacks of bivvies and tents into a single piece. Chinese clones at least offer the second ventillation port in the footbox. Good luck getting in or out in a downpour. If you want to go with bivvy route, then Salewa PTX is twice lighter and a bit cheaper (depending on a disocunt). You can tie the guyline to your bike to move the bag away from your face. And some versions also offer the second ventillation port in the footbox. If you want to go for the budget tents, if you are no taller than 175cm, you can go for the NH Tagar 1 (yes, it's only 1.5-layer tent, but with only a single person in the condensation should be managable even in wet ocnditions) or similar. For the taller people there is no good, budget solution other than tarp and mesh bivy :(
