I have some little Krups F203 / Fast Touch electric spice grinder that cost me ... mayyybbee $20 CAD when I bought it. (Probably less, it is maybe 13 years old now) I see for sale now for $30ish Cad so has increased in price but looks the same to me otherwise. It can do those things you mention. The quantities will be small. I have occassionally powdered oats and sugar in it (usually I buy those things already powdered for such intentional purposes, but I remember I ran out a few occassions and needed another 100-200 grams of something.) I would really just recommend to buy powdered oats or sugar (And I grind my own flour. .. ) because you can buy reputable quality of these for less time to blend your own. For spices this is how I powder a lot of them. I like to make a lot of my own blends for baking, cooking, or even tea. Plus always my own peppers. I am a snobby person for black peppers especially.

If you're grinding your own spices with any frequency, a dedicated spice-not-coffee-or-anything-else grinder is important. There’s a $40 or so 4 cup Cuisinart food processor that will do these things. It’s a good start. I managed for decades with it instead of a larger one. if I needed more I just did more batches, like for a double pie crust I would do one crust at a time. But you won’t get tiny spices to grind in it, for that you need a $20 Krups coffee grinder. Which would also do the salt. You can make superfine sugar with either of these things but not really confectioner’s sugar which is cheap anyway, just buy the stuff.

I make do with a Krups coffee grinder, terrible for coffee, only good for 2 Tbsp of spices at a time, wet materials seem perilous. But used ones are $10. If you're serious about this, and want the best grinder $50 can offer, I'd look to the [Premier Spice Grinder KM-521](https://www.premierkitchen.in/shop/premier-spice-coffee-grinder/) from India. 400 ml capacity, $40 MSRP in India, can be had for $60 and sometimes less shipped in the US.
