Depends on what you're after honestly, but i've had a good experience with circooter. (Cruiser Pro in my case) It's quick, stable and hasn't given me issues so far.

A lot of the scooters in that range kina overpromise on range once you're riding faster. I’ve seen a few people (myself included actually) running the Circooter Cruiser Pro dual motors, does around 60km/h unlocked, decent hill climbing. The range isn’t quite 70km though, more like 50-55km depending how you ride, but it’s been super stable and solid overall. For around $1500 CAD-ish, it felt like a pretty good balance between power and price.

Not bad, but not crazy long-distance either. If you’re still looking, maybe peek at the Circooter Cruiser Pro. It’s dual motor, hits around 60km/h if unlocked, and I’ve seen ~50km range if you're not going full throttle the whole time. Tbh your checklist is kinda brutal for the budget might be worth giving up a little on one spec to get something that won’t fall apart.
