Top performer around $300 would be IENYRID A1. Key ignition (good for deterring most of the thieves), dual suspension, disk brakes, and 800w gets you going when you need to go. I have had it for a year in the city, never had any issue.

I have this. It goes to 35 MPH on the 3rd mode. And has range of about 18 miles when I drive it in 2nd mode. In which the top speed is about 23mph

I have a ebike 60v25ah battery and get 25miles if I use throttle only. And it’s weight 120lbs so I’m pretty positive this will at least get 12miles maybe more depending on speed and weight

AOKDA a0-a1 hits 28mph and weighs about 45lbs. Has foldable handlebars, key lock ignition as well, no idea about the self healing tires… didn’t know that was a thing tbh But it was about $450-$500

You don’t know anything. Stop. 😂 Will it go the advertised miles. No. Will it be a fun cheap ride? Yes. Can you upgrade the battery? Yes. Absolutely. For someone with no money this would be pretty fucking sweet.

I have it with over 300 miles on it. In my experience, the speed is very accurate. Will hit 28 mph with no problems. The brakes are good as well. Dual disc brakes. Folds up really nice too, but it's a bit heavy to carry around while folded. Regarding the range, While on the second speed mode which goes up to 19-20 mph I get about 5 miles per battery bar, it has 5 bars so can do up to 25 miles since it has a Regen battery. Tires and suspension are good even for some off-roading. Overall a pretty good package for the price. You can always upgrade battery if you want more range, just make sure the battery is 48v.

I do know many models that fit one or more of your requirements. But all of them, probably not. But here are 2 that may do: VIPCOO VS3, 30 mph√, weight√, Tubeless tires√. PS: The VS3 has amazing suspensions. Or iENYRID A1/M4 Pro S+. Both iENYRID models have foldable handlebars, no more than 55 lbs, and can reach the top speed around 30 mph. But not with tubeless tires.
