Top performer around $300 would be IENYRID A1. Key ignition (good for deterring most of the thieves), dual suspension, disk brakes, and 800w gets you going when you need to go. I have had it for a year in the city, never had any issue.
Build quality is very bad. Folder gets loose over time and can’t repair it without replacing.
AOKDA a0-a1 hits 28mph and weighs about 45lbs. Has foldable handlebars, key lock ignition as well, no idea about the self healing tires… didn’t know that was a thing tbh But it was about $450-$500
I do know many models that fit one or more of your requirements. But all of them, probably not. But here are 2 that may do: VIPCOO VS3, 30 mph√, weight√, Tubeless tires√. PS: The VS3 has amazing suspensions. Or iENYRID A1/M4 Pro S+. Both iENYRID models have foldable handlebars, no more than 55 lbs, and can reach the top speed around 30 mph. But not with tubeless tires.
