If under $400, I would recommend my iENYRID M1. Hands down, the best budget commuter in the world. It's solid, well built, light and tight. Goes 20mph which is just about enough, and for a small size model, it has very soft and smooth suspensions on both wheels. But the thing is, I don't think this model is available anymore. It's really sad, because I have another monstrous dual motor scooter from the same brand, but the M1 is the one I ride the most. If I remember correctly, they have another model called S1 also falls into your price range around $500. All-terrain tires and long travel suspensions. And they have a sub-brand called VIPCOO. I've tried the VIPCOO VS6 Pro of my friends', also a dual motor high power model. Best suspensions on a scooter I've tried, literally like riding on cloud. However, that VS6 Pro is around $850. At that price you can find many decent scooters, most of them are probably decent. I'm just telling from what I've tried. So if someday my M1 broke down for good, and just so happen I have 1000 bucks sitting around, that's for sure what I will be going for.
I have two of them and they are working perfectly. I got a years old iENYRID ES20 second hand, and a new M1 which is a tiny size commuter (I'm a small dude). So I would say this brand is doing alright manufacturing scooters.
