For around €400 a commuter-style scooter like the iScooter i8 or iScooter i9M fits your use case well. They’re narrower and lighter than big off-road scooters, still have decent range for daily stuff, and are much easier to carry up and down without wrestling with big handlebars or fat decks. You’ll appreciate the simplicity once you don’t have to lift it every time you enter your building.
For a 3-mile round trip and living on the third floor, I’d go with an e-scooter over a bike. Carrying a bike up stairs every day gets old fast, and a folding commuter scooter is way easier to live with. Under $500, something like the iScooter i8 makes sense. It’s light, folds easily, and has more than enough range for short daily commutes. For locking, a solid U-lock or chain to a fixed object is usually enough, and a small brake lock helps for extra peace of mind.

Im gonna get some hate for this, but I got my i8 from iscooter under £200 & I fucking love it, used/using every day but one due to weather. It's coped wiv some rough handling & ground. It don't like hills & if I was a bigger build it wudnt get up my hill (I'm 5'4" about 8stone) I've had it a yr & so far I thought I had a battery prob that just turned out to b a loose wire & replaced the air tyres wiv solid ones. U don't want to b spending too much cash cos kids will unintentionally trash things & if u get something flashy it may get nicked. If I cud turn back time I wud prob go for the i9 cos it can cope wiv hills abit better. But for under £200 I'm so happy wiv it. But iscooter customer service is virtually non-existent, takes up to 2wk to reply to email & they never answer the phones
I got an i8 from iscooter under £200, it's basic but does the job, I use it multiple times a day every single day for over a year. Top speed is 15mph they say it has 15m range but I've found it to b more like 5/6 cos of the amount of hills where I live
I'm gonna Get some hate for this but I got my scoot (i8) under £200 From iscooter. 15mph speed & apparent range but honestly I get prob 6miles. Had mine for a year, use multiple times a day, everyday. No complaints from me. It's had some rough handling & ground. Started out wiv air filled tyres but swapped to solid & theres no diff in performance. Good luck

At £200 you’re right to avoid the random £120 Amazon specials. Most of those are hit or miss. In that budget I’d look at something like the iScooter i8. It’s a simple commuter scooter, reliable enough for short UK city rides, and usually sits around that price range. For a gift, it’s a safer bet than gambling on a no-name brand.
