Remember that the claimed range on ALL scooters, even from reputable manufacturers is BS. It's based on an ideal set of conditions and rider decisions that will never ever be replicated in the real world. Cut the claimed range in half and you'll be very close to the actual range. If you're some combination of light, slow, and avoid any kind of an incline you might get 60%. A gravel road is pretty light duty off road so any quality scooter with suspension and non solid tires will do just fine. Lots of people recommending one of the Wolf variants and that's not a bad choice. They're good scooters and good quality/performance for the money. My only hesitation is that they have MORE off road capabilty than you need, which isn't in itself a bad thing, but they are big bulky and heavy, so if portability is an issue you might want to consider that. Honestly, any of the scooters that you listed is going to do fine. If the rest of your riding is going to be on the street, I might lean more towards the Mukata or one of the higher spec Mantis models if you like Kabbo. More biased for street riding in a lighter, more nimble package with a lower center of gravity at the cost of suspension travel. Yume is hard to beat in terms of bang for the buck, but they cost less and it shows up in the fit and finish as well as some of the components, like using generic battery cells. Really good value for the money, just a little bit rough around the edges. "Built like a tank" also means "heavier than it needs to be." Still, they tend to give you a generous helping of scooter for your money. I like Segway, but I don't think they have a model that works well for your use case. They just released a model called the ZT3 Pro, which can be had on sale for about $950, but it's a single engine (fairly stout, but still only one) with a firmware limited top speed of 25. Some very nice features, like traction control and big 11 inch self healing tires, beefy shocks and some bells and whistles. In an ideal world at some point theyll release a dual motor version of this model. Other than the P100, Segways have great build quality, features, reliability and ergonomics. None of these things really show up on a performance datasheet and judging strictly by that metric and factoring in cost, they're midpack. I have a GT2 which is the 6th scooter I've owned and I really like it, but it probably isn't the best choice here. It's heavy, not particularly cheap and while the suspension is fantastic, it's more set up for the street. You can get about the same performance from a wolf warrior x for almost $1000 less and you're only giving up a little bit in terms of performance in a package with more of an off road bias. The GT1 is the single engine version that's still good for 38 mph, but still heavy and more of a street machine. A gravel roads and trail riding are well within its capabilities and the ride quality and stability is sublime. Still, single engine. For off road, I would rather have two smaller motors rather than one big one.

One of my scooters is a vsett 10+ which is basically the same scooter with different paint and fenders and I like it a lot. It's very quick and even steep hills are no problem. My only complaints about it are pretty trivial. It feels a little bit darty at high speeds and the trigger throttle is pretty sensitive so at extremely low riding speeds like walking, it's a little bit tricky and I find myself feathering the throttle a lot, but it handles well and punches above its weight in terms of acceleration. Personally I like the look of the Mukata much better. It has cooler fenders and I've never come to love the vsett yellow. Not sure if the mukata has two battery options but if you can swing it, the extra range is always nice.

Vsett 10+ or Mukuta 10+, you're already practically in the price range. Comfort, power, and range are all well worth it. Personally, I ride the Vsett 10+ and I absolutely love it. 2 years in and it still impresses me

Mukuta 10+ is the best. Super powerful and has adjustable quad suspension. It’s super refined and high quality. It’s like a vsett 10+ but better and cheaper. It’s got dual 1400 watt motors and has 2 battery options. It’s a gray scooter it’s nice.
