Basic Ninebots are what we usually suggest. The F25 and F35 are relatively unassuming but effective people-movers. The G30LP and the F2 are a little more serious, but they're probably over-budget. The E2 is cheap but pretty weak, though that might be a feature rather than a bug if you're giving it to a 14yo - though do keep in mind that also means it chokes on the slightest uphills. We also like basic Nius but I don't think they have the 20kmh limit German law requires - all of the Nius I've seen so far do 25. Edit: well, apparently not - if available in Germany, the KQi1 Sport (warning: cheap but doesn't fold) or the KQi 100P would be good choices as well.
