You will not find good suspension at 300 dollars. Scooters are cheap, but they aren't *that* cheap, and if they are there's *always* a catch. Look up basic Ninebots (you may know them as Segway). Avoid anything with solid tires.
Well I feel disappointed that in my research I didn't think about going uphill and that's the only regret I have with my Ninebot E2 Plus2. Can't return it and get all the value because I bought it in a really nice deal and used some cash back so although unhappy about not being able to go uphill half my trip I'm happy that I saved half the cost. Fortunately for me I only need it to come back home so I'm going downhill (and maybe that's why I didn't consider the elevation factor at all) Why did I bring that whole story? Well it seems to me that many people aren't doing their research properly before purchasing their e scooters and I blame Amazon's return policy that got everyone used to just order and send back stuff at no cost for the buyer. But it seems to me that even within the same brand the scooters are so different, the reviews are complicated to understand and believe, Ive read really nice things about x scooter on Amazon and then the Best Buy reviews are really bad... Reddit says one thing is also different to those two... I feel the pain OP and many of us feel because even while doing a great research as I did the scooter I got has several Cons... But I'm happy because so far I only go down hill and people in my area are respectful of riders in general.
I bought a Segway Ninebot E2 Plus II for my girlfriend to ride with me when I Onewheel around the neighborhood and she loves it! It was only $300 so I would recommend it or other similar models if you're not looking for higher speeds or specific features and weight under 200-lbs.
I did a tooon of research for my 10 yr old and landed on an E2 Plus ii.
I contemplated the E2 pro but opted for the plus ii for a few main reasons. Most significantly weight, tire size/type, and added suspension. I think the E2 pro would be just a bit too much for him. I also got a decent discount on the plus ii which ultimately made it a no-brainer.
I’ve only owned a few Segway scooters but the cheapest one I got was the e2 plus about a year ago and it was $279, at the time. I ride it through thunder storms, puddles and snow, it has been pretty reliable.

Segway Ninebot E2 Plus and Ninebot S MAX are both Segway scooters that have a top speed of 20 km/h or less.
the folding mechanism feels weaker than my e2 plus 2 so i ain't touching it unless necessary lol

I guess an e2 plus would fit in that price range. If you went with a cheaper one than like 300, which I wouldn’t recommend, you can expect short ranges, weak motors or generally low quality models (I’ve seen pictures of frames snapping on cheaper ones but that shouldn’t be a concern for your children as they are still pretty young but just saying) I wouldn’t recommend buying one with less than like 20/25km of range because that’s a pretty conservative estimate made at low speeds already. A motor with around 400-500W should be totally enough even with some hills. Suspension isn’t really necessary at lower speeds and would also cost more but is a little more comfortable on rough terrain for sure. Hope that helps
A ninebot E2 D or E2 Plus for suspensions and a little higher peak motor power would work for your 350$ budget although the range is like <20km at alright conditions. An E3 model like the Pro version is good as well and comes with a way better range and better motor, is also fairly new but it costs more like 450-500$. Xiaomi scooters are good as well and you could get like a generation 4 for up to 30 km of realistic range starting at like 400$. A used ninebot G30 from eg Facebook marketplace could be worth it if you find a good offer but please make sure that you’re actually buying something that’s still working properly (don’t consider it if the seller’s talking about some “Motor / Battery needs replacement” because there’s usually more wrong with it than just that) I hope I could help you and just hit me up if you got more questions.👍
