Lelit easy decision. Gaggia is okay but boiler will be worn pretty good. Philips probably isn't repairable at all so its life is much much shorter.
Went from a Philips 2231 to a De'Longhi Magnifica Plus. Super happy with the upgrade. I wouldn't recommend a Philips tbh, maintenance is a pain as coffee grounds get everywhere in the brew group. The coffee from the Magnifica is leagues better as well.
Do you want a new hobby? Or maybe hobby AND a project? Or do you just want a push-a-button-for-coffee-o-matic-inator experience? If you want a hobby, get that Lelit and some burr grinder, get cracking and god speed! If you want hobby and a project, GCP is great for modding and whatnot. If you just want a decent cup of coffee fast-easy-simple, then that phillips makes decent coffee and the grinder is built in. Bpnus point for it making that kind coffe-tasting coffee that is equally as good with cheap lavazza as well as some great beans.
I tried the Rivelia, the Philips and a jura. The Philips is just plain loud and a bit of a mess. It's not very user friendly when it's time to clean. Grounds get everywhere inside and you end up having to clean the brew group more often than not. It's an old system brought over when it was Saeco/Gaggia. The coffee was OK, a little enemic. The Delonghi was nicer and offered more adjustability to the drinks. It gives you the option for larger pucks up to like 15 grams. The long blacks just tasted better and seemed a bit hotter. Although it kinda just tasted like an americano. I eventually ended up returning it and got the Jura. It was relatively quiet. I know that's a subjective thing but in the morning I need it peaceful, lol. The jura just made a better cup of coffee and when I'm in the mood, which seems more often. I like the adjustability of programming my exact ristretto, flat white or capp. The adjustable water temps for coffee and milk is a game changer. The only caveat, which is well known. Is the price. You will pay through the nose for one. Four months in, coffee every morning, I have no regrets.

I bought the Philips 2200 a year or so back. Used it heavily and have no complaints at all. Then I switched to having pour-over and have barely used it. But whenever a guest comes and asks for a Cappucino or Espresso I use the machine and everyone loves what they are served and almost everyone asks me which machine I have. It was for roughly 70k.

ppl gonna hate on my post but I love my Phillips superautomatic machine. I have the Costco cheapo model and it serves me well. Imo, better coffee than my Brera and other sub 1000 models i have owned. But all i drink is straight up expresso and don't really bother with the milk stuff. Phillips machines are below your budget level.
Mine does have the steam wand but i never use it... Some fancier Phillips models do have better milk features and are still within your budget. I just don't like all the mess. When i do milk, i will nuke it and just use a simple milk frother (see Bonsenkitchen Powerful Milk Frother on amazon)...easier cleanup. I am not a Phillips ambassador. Just happy with the quality and value.
As others have said, Bean to Cup machine pretty much always come with a milk frother of somesort too, as it doesn't cost that much to add but makes the machines significantly more appealing. I have a Phillips which I've found is very good, although only had it 6 months so can't comment on longevity. Its got lots of settings for grind fineness and some for how long the shots are etc, and does Americano with a decent sized water tank too. It has a separate latte part where you store the milk which is detachable so if you never make milk based drinks you can just leave it off tbh.
