The TMA-2 are a lot better sounding than the HD-25. They're not the best sounding. But with the new TMA-2 Studio wireless they are coming along well in audio quality.
Forgot to mention for the over-ear version you'll want to configure that yourself or pick the TMA 2 studio wireless version.
There's two ways to go. Either go for some full open back studio monitoring headphones, which will not be fit for road use or for DJing out. Or you go the DJ-functional route and get a pair with over-ear cups and good sound quality. For the first option, I had the same demand and I ended up with the Beyerdynamic DT 900 Pro X. You have to keep in mind that your headphone jack on your controller/mixer generally does not have high impedance. So what you need is a headphone with a high 'sensitivity' (it can get loud with a low power audio signal). Secondly, you want a headphone that is pleasant and relatively flat out of the box since you can't do any Sonarworks/headphone EQing on your controller/mixer headphone output. That's why I ended up with the DT 900 Pro X; higher sensitivity than most other studio headphones. Your proposed HD650's are less sensitive in this regard. It also has less hyped high end than most of the other Beyerdynamic headphones, leading to less ear fatigue. Second option, I really enjoy the sound of my AIAIAI TMA-2's with the new S11 driver. Went 'build my own' and coupled it with the alcantare over-ear pads (E08). Whether or not you get the wireless connectivity makes it either the low end or the high end of your budget. This one is functional outside of the studio as well.
AIAIAI TMA2, can be upgraded with the wireless connection which is so much fun. The previous version didn't get loud enough on wireless connection but it looks like they fixed that now (TMA 2 DJ Wireless).

The AIAIAI studio headphones are on sale for $100USD right now. They may not be the "best" studio headphones (the Beyerdynamic suggested above are amazing but over the 100 price point), but since he's doing so much with them and playing live, they're fully modular so every single piece can be replaced if it breaks.
I think it's also highly dependent on which drivers you get, some are much worse than others. I've been generally happy with mine at least for DJing.
My most recent ones are AiAiAi Studio Pros. Wanted something more flat in response and had some coupons. When I am out in a noisey environment I have some Sony ANCs. If you want a cheaper option the Koss Porta Pros still sound pretty damn good and have that cool retro look.

Over ears go for AIAIAI
I've seriously got my eyes on the AIAIAI TMA-2 Wireless. By default they're on-ear but all their headphones are modular so you can swap the earcups for over-ear for just a few bucks. You can save a bunch if you don't need wireless, plus you can replace the headband later to make them wireless. I love that everything is modular. If anything breaks you can replace that one specific part.
