Fair play. Even as a budget option it does not look very promising. The amount of down, 248g, seems awfully low. The specs indicate: "Comfort 4°C/39°F", which based on that amount of 600fp down seems hopeful. As a very rough point of comparison a Katabatic Chisos 40\[0\] quilt has 255g of 900fp down. Which makes me think 248g of 600fp is low. I would try not to put too much importance on the exact numbers above, but there seems to be enough of difference to rise alarms as you also noted that you're a more of a cold sleeper elsewhere in this thread. I suppose you could always extend a colder bag/quilt with a down jacket, pants and booties. Pay slight weight penalty for a modular system. A Katabatic quilt and the Rei Flash 55 would be next to pick up. You won’t need the switchback much, the Neoloft is plenty warm and durable.
As others have said, the Katabatic is the choice. However the Katabatic is comfort rated, so an EE 20 is like a 30 deg Palisade. I am not familiar with PCT temps but you may be able to get away with a Palisade. I sleep warm to 20 on a CCF pad.
I love my Katabatic quilt. Extremely light, can open up and breath in warmer hunts and definitely warm enough sub-freezing when buttoned up. Been using it for 5 years on Colorado hunts, all kinds of conditions.
There isn’t really an absolute best, but I like Katabatic for a quilt and western mountaineering or feathered friends for a bag. I prefer quilts down to around the low 20s, bags below that. Having a pocket in your quilt for a sleeping pad seems silly to me.

Seconding the quilt recommendation. I have a Katabatic that I've had for 6 years or so and it's a real game changer over a mummy bag.
Numeri 1 - Western mountaineering - Feathered friends Li tocchi con mano e capisci subito di che pasta son fatti. Subito dopo metterei Katabatic, pieno di accessori e features utili. Poi ce ne sono tanti altri sotto molto buoni. In EU trovi piu facilmente Cumulus, fatti veramente bene. E poi ci alcuni piu piccoli che fanno roba custom made molto buoni. Ma c'è un abisso tra tutti questi e i classici commerciali e costano giusto qualche euro in piu o a volte in meno. 100-150€ per una roba che ti deve tenere caldo, essere leggero, compatto e deve durarti anni e anni, mi sembra un investimento molto piccolo. Ci prendi giusto qualche taroccata decathlon o ferrino. Io mi farei regalare lo zaino, il sacco a pelo è molto personale. Se poi dormi a pancia in giù o laterale devi prendere un quilt, col sacco non dormi.
