You're not going to find a colour laser that can do 11x17 for under $500CAD, or anywhere close to that. There are probably fewer printer models on the market now than ever, but very few that can do 11x17 and are within that price range, so it's really just about taking the handful of options and picking either what you like or what is cheapest or simply what is accessible to order in your area. I say this because that's essentially my same scenario when I last looked. I went with a Canon Pixma IP8720, which was onsale for $250 CAD when I got it in 2023 at Henry's, and coincidentally is on sale at Henry's right now for that same price. Print quality is great, very fast, and being a top fed inkjet means it'll work with various material types. I've been very happy with it, especially since it was replacing a 19-year old Epson Photo Stylus 2200, which was around $800 back in 2004. Although I don't use refillable inks, a google search shows there seem to be some available, along with third-party non-refillables.

Do you need to use epson specific paper in order for it to print accurately? I’m on the search for a new printer. I have a canon ip8720 and it SUCKS with color accuracy unless it’s canon specific paper with a matching icc profile. It’s far too dark on the paper I want to use, thought it would be a good choice since I got it on sale but I regret it a bit. It’s such a pain.

I might look at the PIXMA iP8720, seems a good mix of price and a high-density printer. Also not all too slow or all too expensive. Ink prices look okay, and most Canons (at least the higher end dedicated photo printers I'm more familiar with) are less likely to clog than Epson (the other brand I would consider)

I use Canon Pixma ip8720. The quality for the price can’t be beat. While not a professional photo printer I find the quality to be excellent for my personal needs and it prints up to 13 x 19 borderless.
