Had the Delonghi Penguino a few years ago 2.4kw one a few years back and worked well for a bedroom. It was slightly over your budget but worth looking on marketplace for a second hand one

I bought a PinguinoEco model by DeLonghi from Costco, maybe 12+ years ago, and it is still going strong! I got it blasting in my computer room right now as good as the day I brought it home.

I got a good AC from the Italian brand DeLonghi. Also got another one from Ayce (do have split level apartment). The DeLonghi one is the best of them two.

Yes. We use it in our living room which is quite large and open and it's great. The hose goes up the chimney. If you used it in a single room it would be Arctic-like which I'd love 😄 I would say it isn't noisy but not sure others would be able to cope with it being on. It's a similar level of noise to an airfryer, imo.
