My apartment naturally climbs to the high 80s when it's hot outside, I have a portable unit in each bedroom, and a mediocre wall unit for the living room. 650 sq ft isn't that much to cool, 84 degrees isn't that hot either, I don't think you need to buy too expensive, but these ACs are heavy, and can be annoying to setup. My portable ACs are a Frigidaire 8,000 BTU I had delivered from HomeDepot, and a Aoxun 10000 BTU Portable Air Conditionerd. Both do a good job cooling both rooms, the Aoxum was only 215 when I bought it, and I wanted a small unit for the space, while the Frigidaire was much wider. Dual hoses work better but are more expensive. You can buy balcony fitted accessories that should fit your tall window. I also recommend aluminum insulation tape, and foam tape to seal all the crevices and gaps in all the plastic. Though, if you struggle with lifting and wrestling objects I would recommend using some sort of handman app to try to get someone to come set it up for you because everytime I bring out my ACs it's a bit of a workout. The Frigidaire needed 2 people to get up to my apartment when it was delivered, you may want to call home depot or lowes and ask if they do an in home delivery/installation, that may be very beneficial in your situation. Getting a standing fan to circulate air with the AC would be a good investment as well.

We just got ours from Costco online :) was delivered within 2 days! Previously we had bought from Home Depot and were satisfied.
