Have you looked into the Lenovo M14T or M14T Gen 2 monitors? The M14T was the very first device I bought specifically for Dex and it is still going strong. The stylus support for it is awesome and because you can use the Samsung apps in Dex, you basically get a tablet version of the S-Pen (obviously without all of the functionality but for notes and drawing I bet you would enjoy it).
So if it isn't an s-pen, it only works like a finger? It has a full sized stylus with a finer tip than any of the others I've used. S-pens have a button with Samsung specific functions you can use with it. You can use their Samsung software in Dex with the Lenovo stylus but, no, you won't be doing the Samsung stylus air gestures or photo capture operations you would with an s-pen. So no. Not much like a finger but I guess I don't really know what kind of art you are actually into. Maybe finger painting is more up your alley?
Get one with PPI close to Apple's products (224+ PPI). Don't get weird aspect rations like 3:2 if it is not at least 4k. They work factastically on Windows, not on a Mac. Generally, as the only monitor, you have better options. But if you decide to later on move on to a Macbook, it is really hard to get a consistent viewing experience. Personally, I would consider a bog standard 16:10 or 16:9, 2.8k resolution, 13" OLED monitor, as it is the closest I can find to the actual monitor of a Macbook. It would be fantastic if your eyes can adapt to the OLED sharpness and vivid colors. Me myself uses a Lenovo 2240x1400 monitor, and I recommend not a single bit of it. Mac OS does not work well with non-standard resolutions, and it is ehtier mushy text or too big to display enough information.

Depending on your laptop something to watch out for is some of the screens with batteries can require more power than your USB C port can deliver. I used to use a 14” Lenovo screen with no battery and power pass through, now I use a 13” iPad Pro with duet display to reduce the number of devices I need to carry. They can make difference depending on your workflow, I’m a fan.
I had a M14 until a few weeks ago when I put it in a grocery bag and cracked the screen. If they release an updated one with a 16:10 ratio I might buy again.
