We use the Evenflo Gold Otto. It doesn’t lay flat but it does go back significantly, under $300, won’t break after one trip, has a cup holder, but it doesn’t have a tray. Evenflo sells a tray that I think you can purchase separately and might fit this model (I’m not positive though). The only con I have and I’ve seen in other reviews is that the wheels make noise. I personally have never found it bothersome or annoying. If there is an expensive travel stroller you really like but is out of your price range, I would recommend looking on FB marketplace or OfferUp. I found our travel crib there for 80% less and it was in great condition!

I have the Evenflo Gold Otto folding stroller and it has all the features you are looking for. Has cup holder attachment (removable) Able to recline. The foot support also can fold up or down to different positions. Has a decent canopy. Folds. They advertise it as able to fold and unfold with one hand and I think that's accurate. I'm able to fold with one hand for sure. Sometimes unfolding might take more than 1 hand. Relatively lightweight. I like mine. It is my every day stroller because the UppaBaby is just too big and barely fits in my car trunk.

We took our Evenflo Otto on a trip to Europe and Japan and it held up great for both, it folds pretty small (and can go in the overhead bin or be gate checked) and does very well for rough terrain given it's size. It's definitely not going to ride as nice as a full size stroller but it's good enough for trips.
