If you have the space to store it, id recommend something like the Bissel clean view. It's below your budget. I got one in college (8 years ago) since I had a cat and my roommate had a dog and it's worked really well, especially for being bagless. I've not had any trouble finding replacement belts and filters (cleaning the foam filters regularly really helps with suction). The turbo brush that fits on the detachable hose actually works well enough on mine to pick up fur. I bought the 9595a which they may not sell anymore, but the 3437f looks decent just a little smaller. If you really need something nicer, a used brand like a Kirby or miele canister would be nice. You can get a new Kenmore 81214 200 series canister for just under $200 as well, reviews for that are pretty good. When my vacuum finally dies for good I might get one.
Shark! I’ve had Bissell, Dyson, and Shark. The Bissell I had was an early bagless model, and it was an absolute pain to empty out. I replaced it with a Dyson canister that the sales guy at Bed Bath and Beyond sold me on. I discovered those were a PITA when you have stairs, so I replaced it with a Shark this year. The Shark is easy to empty out and has crazy suction. I’m moving out of the townhome I rented for the past year before buying my house, and even though I haven’t lived in the townhouse in over a month, the Shark keeps pulling up dust and cat hair.

If at any moment money is a concern you can get a good Bissell vacuum at walmart for like 150 bucks. Something like a powerforce helix, cleanview, or anything in that style. I remember I bought one in 2013 and it was amazing for the buck. However not sure how is a powerforce helix now a days. I had a cleanview a couple months ago and it worked quite awesome but ate a ziptie and lost suction. However, great vacuum still should last you around five years. If your apartment is in Miami I'd choose dyson animal since they are in fact powerful. However they are at the 400-650 dollar price range. I have a Dyson DC24 used (old) which I recently got and its awesome. Dosen't pick much as a heavier vacuum but the ball technology is awesome and its fun to use so I can imagine how the new ones would be. I'd stay away from cordless vacuums. They are weird and when you use one it feels weird and it feels like its gonna die for some reason and are not as powerful. The heavier the better I feel tho.
Late to this one but I love my Bissell Cleanview, it was only $90 when I bought but runs around $120 now. Never go cordless. As far as longevity - people rush to throw broken things out. Anything that takes years of weekly wear and tear is going to need servicing eventually. Took my Bissell to a vacuum repair shop after 3 years and they tuned it up to its former glory for $40. Spare the landfill and your wallet, most upright vacs can be brought back to life.
I have two vacuums: I bought the Shark Rocket Pro, coded, have no regrets. Cord is silly long, I’ve really abused it for its size and it comes back for more. Only downfall? Not enough attachments. So I ordered generics from Amazon, and it’s made it a 10/10 vacuum for my application. The second is a Bissell cleanview. Don’t hate it. It’s just way too large (exactly why I got a second, cord is short and holding it while doing steps was dangerous imo) and the power head was very disappointing for pet hair pick up. It also has a silly amount of filters to clean. It’s great for hard floors though.
You can buy Dyson-remanufactured Ball Animal III on the Dyson Outlet store for $150, plus tax. Not sure on shipping. If you have to stay under $100, the Bissell CleanView is the one I’d go with. There is a bagless version, but, if you are concerned about filtration at all, you can at least get hepa cloth bags for those with a seal so that they filter decently well.
