Probably the most acceptable vac in that price range for carpets is the Bissell Powerforce Bagged, around $60 at walmart. Bagged means it'll be a lot easier to maintain and last longer. Most bagless vacs in that price range have very basic and not very effective filtration systems. They tend to leak a lot of dust back out, and the dust going through the motor wears them out faster. Not to mention you have to clean the filters really often to maintain suction. The bagged bissell is simple but works a lot better than other choices at that price point. Much less filter maintainence and dust leakage.
The very cheapest vacuum capable of dealing with carpet is the Bissell Powerforce Bagged upright, it's about $60ish at walmart. Cleans carpets fairly well and uses bags. It's not great on hard floors though. If you can stretch to it, a vacmaster UB0302E would be a better choice. Higher quality filtration and the ability to shut the brush off for the tile floors. I would avoid budget cordless vacuums, they are not going to be as effective at removing fleas and eggs from the carpet. It's not worth sacrificing the performance for convinience in this case, to be blunt.
Yeah that's a really tight budget which limits your options. I'd go for either a bissell powerforce bagged from walmart if you want the most powerful and best air filtration. You do have to buy disposable bags which collect the dirt, but they are easy to find and pretty cheap. And since it uses a bag, you don't have to clean filters and it retains dust way better than bagless models in that price range. Otherwise the bissell powerforce compact is a smaller and slightly cheaper options. It's not as good and you have to clean the filter really regularly on it, but it is more compact which might appeal to you.
It does, I've owned one before. Most upright vacuums of that style do. It's brush roller is fairly substantial. It's not exactly a premium vac or a buy it for life item but they undeniably clean carpet well.
It really depends on expectations and needs. Realistically, most vacuums on the market will do some jobs just fine. What makes the difference is how well it'll do the job, how many kinds of jobs can it do well, how much work it takes to keep it working properly, and how long it'll last. Plus higher end machines tend to be quieter and more refined in every way. But on a budget, foregoing refinement is an acceptable compromise. It's about managing expectations. For under $100 you'll be looking at single purpose vacuums. Uprights in that price bracket are really only good for carpets and not hard floors, plus they have pretty lacklustre hoses and tools for corners and furniture vacuuming. If you need good hard floor vacuuming performance, you might need to consider a second vacuum. Also upright vacuums in this price range tend to have poor filtration and aren't recommended if you have allergies. Basic uprights also require the brush drive belt replaced every 6 to 12 months, not a hard job or an expensive part but it's maintainence. Canister style vacuums in that price range are acceptable on hard floors and usually have at least one or two small attachments for other jobs. But they lack a spinning brush making them only suitable for removing loose debris from carpet. Filtration is again pretty basic too. Stick style vacuums in that price range are....good at being lightweight I suppose. Not very good for actual cleaning. In your case if carpet is the main consideration, the bissell powerforce bagged is a decent choice. It's avaliable from walmart exclusively and is around $75. The bags and belts are both bissell style 7 and are easy to get. It's important you get the bagged version though. It has acceptable filtration and the bag means you don't need to regularly clean any filters, just throw the bag out when full and change that belt now and then. The bagless versions I would absolutely avoid, the filtration is really poor causing a lot of dust to be blown back into the air, and the filters need cleaning very regularly which can be a hassle. The poweforce bagged is pretty much the only sub-$100 bagged upright avaliable. Only other downsides are again the very basic attachments, basic everything really, and it won't really vacuum hard floors (it has a hard floor setting but the brush does not turn off, so it really just fires crumbs clear across the room on bare floors).
Bissell Powerforce 1739. Since it's bagged it's the same weight at the compact yet is full size. Don't get the rocket, it's junk. The bissell is lighter and cleans better. Bags are way easier to deal with especially at this price point, and it will outlast any shark. Get that, a pack of belts, and a pack of clean fairy hepa bags on Amazon. You're set for two years without needing anything and it's all still under budget. It'll also ironically feel lighter since there's no squeegee to drag on your carpet. I've recommended them for decades
I would choose the $58 Bissell power force bagged 1000x over. My old boss bought them instead of commercial shit. At first I was skeptical no way that thing could compare to $500 shit like proteam! They were so much better than literally anything I've ever used and I've been a commercial janitor for 26 years. I've used them all pro team, power flite, power max, shark, dyson, sanitaire. So many different brands and hands down I'd pick that $58 Bissell house vacuum with an extension cord every single time. It lasted over 5 years as the coal mine vacuum. It is for sure a workhorse.

id buy bissell power force bagged 100x before id buy anything else. ive easily used 100 different vacuums over my 27 year career. mostly commercial models. my cheap ass boss bought these commercially to vac the coal mine offices. i was like no way these cheap house vacuums going to get this gross ass job done........im convinced after that. years of literal rocks mud and large debris it just kept going. no broken belts no broken cord connectors. id pick it mainly because its so freaking sturdy and inexpensive. we had 3 of them different areas and all 3 were work horses. they also arent 40 fucking pounds like the commercial shit. plus id never use bagless thats disgusting and unprofessional imo. the only downside is the cord length its like 15 feet. its half as long as commercial cord. i added an extension to the one i needed and it was no big deal.
I normally dump it directly in the trash can that I have outside. Normally bags dont last me a year, it I often have to change it every 2 months and it was adding up, that why I went with bagless. (bagged vacuum I was using BISSELL 1739) I change it to a hoover bagless model with an 12 amp motor and also hepa. EDIT:getting down voted by sebo marketing team maybe
