Mighty Mite or purple bagged Zing. Replace dust brush with a horsehair one that won't scratch your dash plastic window. Zing might also need a longer crevice tool to get between seat and console and in corners and nooks. Bonus you will be able to use it in the house and wonder why you never knew how well they work for bare floors and above the floor cleaning. Oh and cars.
I'm not aware of any corded stick style vacs with adjustable suction in that price range no. A canister style vac is probably the best option, those can be had around that price with suction control. Those washable rugs are notoriously hard to vacuum. Something like the bissell zing bagged could work, it has adjustable suction. And its a perfectly adequate budget vac for mostly hard floor homes. About $80 direct from bissell. The bagless model doesnt have suction control, I'd avoid in this case.
Fair enough, if that budget is strict you pretty much have your answer I guess. Just be aware it's going to have very minimal performance for a lot of the tasks you'll throw at it. Any hair or stuff clinging to the rug, and embedded dirt itll struggle with. And it won't get into the cracks of the sofa really. Personally I'd stretch to a powerforce canister vac at about $75. It'll be better for the sofa and have a lot more suction.

Something like a Bissell Zing bagged canister or a eureka mighty mite could be the ticket. Both are well under budget, both are canisters, both are good for hard floors and are pretty small as far as canisters go. Both are suction only, which is fine for most/all hard floors and one little rug. The bissell has the advantage of a cord rewind and metal telescopic tube. But on more budget models those can be a reliability liability. The eureka is dead simple, no cable rewind (just a pair of hooks underneath to wind the cable onto) and it comes with plastic wands, but that can be upgraded really easily and cheaply with a generic metal telescopic tube. The eureka also has the advantage of being lighter, and you can buy hepa filter bags for it (which aren't avaliable for the bissell iirc). Both should work fine for your situation, I'd consider if you prefer hepa filter bags or a cord rewind and decide based on those factors.
Plenty of options in budget, but they won't fit all of your requirements exactly. Best way to avoid dealing with hair is to get a vacuum which lacks a rotating brush and instead uses a suction only floorhead. This minimizes the places hair can build up, and even if it does collect on the stationary bristles, swiping the suction hose over the brushes quickly several times usually removes any hairs without having to touch them. But there's way less hair gathering than most normal vacs with spinning brush rollers. Suction only vacuums struggle to clean carpets most of the time, but for hard floors they are ideal. You'll also want a vacuum which collects the debris in disposable bags. That way, everything is contained, you can't see any of it, and you don't have to touch any hair. Just throw away the bag occasionally when it's getting full. Bagless models almost always have various places inside the dust container and filters where hair can build up and require hands on cleaning, going for a bagged model avoids this completely. Problem is, there are no cordless vacuums which fit this criteria, at least not in budget. Cordless vacuums, especially budget ones, rely heavily on brushing action to effectively pick up since they lack suction. The super cheap temu ones which lack a rotating brush aren't worth bothering with. I'd recommend a Eureka mighty mite canister vac. It's inexpensive, has a suction only nozzle with an adjustable brush, you can use it with the stationary brush retracted away from the floor to avoid catching any hairs. And it uses disposable bags, hair will be locked up and you can dispose of it without contact. Plus it has good suction and is a good little vac in general. Other similar canister vacs like the bissell zing bagged exist as well. I like the mighty mite since you can easily find hepa filtration bags for it. Hope this helps.
Wool rugs usually ask you to avoid using any vacuum with a spinning brush roller. At the same time you really need something more powerful than most of the little stick vacs you find in stores which lack spinming brushes. I'd recommend a canister style vacuum. There are plenty of options which have a lot more suction than a little stick vac so they clean a lot more effectively, while still lacking a brush roller so they protect the rugs. Look at the eureka mighty mite or the bissell zing bagged models. Both are fairly inexpensive, really easy to get bags for, and perfect for delicate rugs. Personally I like the mighty mite because you can get upgraded hepa filtration bags if you want.

I learned about Miele vacuum cleaners from Katya on the bald and beautiful podcast (not sponsored, she was just correctly explaining they’re the best vacuum cleaners) and have wanted one ever since. I have a cheap bagged, canister Bissell of the same style as a good Miele and I swear it works better than my parents’ upright Dyson for pets with the roller ball. I can’t even imagine how good a Miele is lol, and I learned this from a silly funny story from a drag queen (she’s right!) idk why anyone would buy a big, heavy upright when these powerful little things exist.
I have a dustbuster-type, usually for stair corners and litter the cats kicked out of their box, a bagless Shark upright, and a bagged Bissell canister, plus a wet/dry vac. The full-size vacs are all corded.
For your small space with no carpet, I actually would recommend the Simplicity Jill. It's essentially the same thing as a Bissell Zing, but with much higher quality accessories and HEPA filtration. We LOVE to recommend Miele here, but a Miele would honestly be overkill for your use case. I do, however, think a canister is the right form factor for your situation.
They're very reliable and durable. Even the cheaper Bissell Zing is reliable and is often recommended here. I really don't think you need a Miele or Sebo unless you have carpet or big rugs. Most any straight-suction canister is going to be reliable - there just isn't much to go wrong on them. I wouldn't spend the extra money on a straight-suction Miele or Sebo for your particular situation. If you ever move somewhere that has carpet, you'd need to change vacuums again. I'd rather buy the more affordable option now and invest in the fancy vacuum later if your needs require it.
Bissell Zing. $88 on Amazon and it’s amazing. I bought one two years ago and it works better than my Dyson. If you want proof go watch Go Clean Co on Instagram. She uses it for cleaning homes and talks about it all the time.
I have a bissle zinger. We have the same floors like you. Two cats, and a pyraneese. I love this vaccume. Not only is it super light but you can clean every part of it but the motor.
