I bought the Black & Decker Dustbuster Pivot, and I think it does a very good job in fairly tight spaces.

After 2 years, it no longer holds charge. Difficult and more expensive to replace the battery than to buy a new one. Unfortunately, another junk in the landfill because it was made so cheaply. Looking for a new one with a removeable battery.
I'd probably stretch for the black and decker pivot hand vac. It's a little higher than your budget but it has a much higher quality filter installed and has more suction.
That dustbuster has an extremely thin filter material, it's going to blow a lot of dust back into the air. What surfaces are you trying to clean?
I got the little $50 black and decker handheld one off amazon and it's been a game changer for my house
We have this rubber broom that we got for like, $10 and a Black+Decker cordless handheld vacuum that's not too loud for our own lops. We rake the carpet with the rubber broom to gather pet fur in one area and use the little vacuum to clean it up.
Black and Decker, Dust Buster. A bit big, but works for getting the grounds on the counter and floor. Also for general kitchen small vac jobs, like when seeds are spilled on the floor, etc.
If you have power tools and are already invested in a battery system then buy a handheld vacuum from that brand. I own Ryobi tools and batteries so I got a Ryobi vacuum and it's so much better than the Black and Decker dust buster that I had before. You can even attach accessories to it. The batteries last a lot longer but more importantly the filter doesn't clog up a minute into the job. The problem is that these batteries are made for heavy duty tools so they're expensive so wait for deals. I think Ryobi Days on Home Depot starts soon.
The Dyson one is really powerful but also quite expensive. The black and decker dustbuster is pretty solid and costs less than $50
