My husband and I bought a used Hoover Wind Tunnel Rewind at an antiques store for $14 and I loved that thing! It had a function to let you know if the area you passed through was clean or dirty. It was the coolest thing ever. Unfortunately, it bit the dust (we don’t know how old that thing was since we bought it used) and I also came on here and was extremely overwhelmed with all the advice. I think I’ll stick with a bagged and corded Hoover next. As long as something makes you happy and suffices for the job it’s a-okay.

KPA is a marketing term to boost sales of inferior machines. CFM, water lift (sealed suction) and watts are the terms that differentiate models for comparison. At $250, these factors will mean less as you aren't likely to find a sealed suction machine. Options from Eureka Mighty Mite, Oreck XL, Kenmore 200, and Hoover Windtunnel may have what you want. All of these are included in this sub's link to recommended cleaners. A used Kirby would be high on my list at your price point as well.

I have 2 Hoover Windtunnels. Work great very old. I have 3 working Shark Robot vacs. Oldest is 12 yrs old. Still using all 3 on each level of house.

My Hoover wind tunnel just died and it was not working great so looking for something different. 1500 sqft house half wood floors and half low pile carpet. Three cats so there is a lot of cat hair too. Budget is flexible. Up to $1k if it’s worth it but would prefer to pay less. Need to have attachments to get cobwebs down off the ceilings occasionally.

I’ve used the Hoover Windtunnel, then the Dyson Ball Animal 2, before finally settling on the Sebo X 7 Premium. It’s the best vacuum cleaner I’ve ever owned, and it’s my final upright for the foreseeable future.

We have hard surfaces on 1st & 2nd floors, Our Dyson stick V8 & V10 (one per floor, oldest is like 8 years?) is great for those; but I'd never rely on it for carpets. For that I have a 25 year old Hoover Windyunnel bagged that is repairable and running well.

I would NOT recommend any of the cordless vacuums, stick or otherwise.. I spent $500 on a Dyson V11 cordless stick and it lost suction after a couple of months. Consumer Reports won't even recommend a cordless vacuum because of the power loss. I have a Hoover bagless upright that works well.
