Okay, Kenmore makes a pretty decent upright, the Intuition. Model # is BU4022 or the slightly more expensive version #BU4050. They're the same vacuum in a different package deal. It is a bagged vacuum which also has HEPA filtration, the best at cleaning the air. The power roller can be switched off. You might have to look around to see where they are available in your area, but I've seen them on sale for $220. The one down side is the vacuum is 11 inches wide vs your Bissell at 13 insches wide, so a slightly narrower cleaning path. On the plus side, it'll be a little quieter than the Bissell. Good luck!
The Kenmore intuition is a great option, I just picked one up for family. Great suction, the rotating brush can be turned off, and it is a sealed hepa design. On sale I found it for 220. It's a bagged version so no mussing with a dusty bin. Only downside is it's 11 inches wide instead of 13 for large spaces, but should be fine in a basement suite.
I bought the Intuition BU4022. Are there any differences to your knowledge other than a pet attachment? Wondering if I should return my model for this one.
Kenmore bu40xx models get recommended a lot. Pick the variant that has the tools etc (color!) you need like 4050, 4022.
Get a Kenmore BU4022 or Eureka NEU522. Both solid, sealed, and way better than Bissell. Huge upgrade under $200 I would say 🙌
How about a Kenmore Intuition BU4022 Bagged Upright vacuum cleaner? Corded, bagged, HEPA filtration, relatively small and light weight (14 lbs), good for carpets and hard floors.
I prefer uprights to canisters because I find them easier to use and store. I would suggest a light weight, corded bagged upright for you. Light weight for the obvious reason. Corded to give you unlimited runtime, Bagged because bagged vacuums are more sanitary and require less maintenance than bagless. The Kenmore Intuition® Bagged Upright Vacuum BU4050 meets all these requirements and I think it would be a good choice for you. This model allows you to turn off the brush roll for cleaning hard floors, which is an unusual feature for a machine that you can get for less than $200.
I've tested the 4022, and I couldn't find much information from Kenmore directly on the variant differences, but [this post](https://www.reddit.com/r/VacuumCleaners/comments/1jqxupf/kenmore_intuition_bu4050_vs_bu4022_vs_bu3040/) seems to detail the differences. The lift-up is convenient for using the vacuum on furniture or stairs, but it's not impossible to do those things without it (just a bit more clumsy to use). The lite seems to have a shorter wand and a different hose based off some of the user reviews I was reading, and only comes with 2 tools. The BU4050 seems to include a brush roller that's equipped to handle hair better and 4 accessories. The BU4022 would be the happy medium as it's almost the same as the BU4050, but it's only $7 cheaper than the BU4050, so I would just go with the 4050 at that point since it's on sale for $249.99 on Amazon. (unless you can find the bu4022 on sale) It's really up to you, I don't think the lite will be a bad purchase, but if you can stretch your budget, then the 4022 or the 4050 would be a better value.
The Kenmore intuition is $199.99CAD at Walmart, and it does a good job on both low and high pile carpets.
At that price point, it's going to be really hard to find something good that will last a long time. The best one I could find at that price right now is the Shark Ultralight Pet Pro With PowerFins at Costco for $159 model number: HZ600CCO. It does a decent job on carpet and does well on hard floor. If you're willing to spend extra, I'd recommend the Kenmore intuition, it does well on all floor types for around $250 (or the lite version for $210 which lacks the lift-up feature). Definitely understand if the budget is constrained, though. Hope this helps!

The Kenmore Intuition is a great value for the price (169$ on amazon right now). It's an upright, and while you can't remove the brush roller, you can turn it off while you use it on your rug (and on hard floor). You can also adjust the suction if you notice the vacuum is pulling too hard on the rug. As a heads-up, turning off the brush roller usually means there's less agitation and lowering the suction means the vacuum might struggle at picking up hair and debris. that being said, this is one of the best performing cheap vacuums that I've tested, and it does well on all floor types when used at full suction on hard floor and with the brush roller on for medium to high pile carpet. It doesn't have the best build quality out there (6.5/10) which means it might not be a "buy it for life" product, but that's usually to be expected for a lower priced vacuum. Most cordless vacs are not really "buy it for life" unfortunately, with the batteries usually being the first to go. It would also be harder to find something that would last a very long time in that price range. For something under 300$, my go-to recommendation is usually the Kenmore intuition. It's an upright that a solid performer and should last longer than a cordless vacuum. That being said, it's not a buy it for life product. Which Dyson model do you currently have, and what floor type do you notice the debris being dragged on?
Not sure on the Canadian market pricing but I read through a ton of posts here last week and bought a Kenmore BU4022 (same as the BU4050 but without the hair eliminator brushroll) and it is an incredible vacuum for $150. I was upgrading from a tired old Dyson DC14 and a Dyson V8 stick vacuum for hardwood, rugs, and some carpet and the Kenmore has better suction and cleaning power and a cleaner experience with the bag (no dust plume when emptying the canister). FWIW I chose the standard brushroll because a replacement is available should I need it in the future. I looked all over online and could not find a replacement part for the BU4050 despite it constantly being recommended here. I could be wrong but I read that the blades that prevent hair from wrapping can also lead to faster brush wear, so I chose the standard brushroll in hopes that it will give me better longevity.
Kenmore intuition It's a solid machine that is just a good vacuum overall, it should make you happy for a good amount of time! Check around, you can usually find it right at your budget. Even then it's worth going over by the $10 or so. To date I have found a Miele canister, a Kenmore Intuition, and then an older Progressive that I actually used to have years ago. *I know you don't want bags but the name brand Kenmore bags are like diapers, filter well, and last a long time. For your price range you will be hard pressed to find a bagless machine that will make you as happy as this one. Trust me, I've tried lol
If you want to save some money, get a Kenmore Intuition. They are quite good, have good filtration, and good performance all the way around. That is if you want an upright model. They do also have good bagged canister machines too. Miele is great but even the classic C1 Pure Suction is around $400 with the moderately better Guard M1 model being $500. Both of those are suction only so if you were to move or something and have carpets in the future, you can't get the power heads on them. (check your local authorized Miele vacuum stores, they often can help with pricing)
