I use simple tplink tlwr840n for ip specific device limiting for household clients. In my experience, tplink works well, quite flexible, for household device specific rate limiting by IP and with ip mac binding (static dhcp). For more serious installs, i use mikrotik. If u want quality routing, good wifi, NAS usb but can settle for just ip specific QOS without the specific speed limit as such, i recommend linksys EA8300.
