For the lower budget aka sub 50$, check out anker soundcore options. I just picked up a set of life note 3i, amazon renewed for $30 cdn. Noise cancelling works fairly well, not perfect, but good. Sound quality is great for the price, I use them for audiobooks and all sorts of music. The app is also good and allows for custom eq or presets.

Effectively, you can generally pick up Soundcore earbuds in any price bracket and be satisfied that they're really competitive with the best options there.
